What Is the GCA Supply Teachers and Education Recruitment Framework RM6376?

The GCA Supply Teachers and Education Recruitment Framework RM6376 is a public-sector procurement framework that gives eligible organisations access to accredited recruitment suppliers providing temporary, permanent and fixed-term education staff.

The framework covers teachers, teaching assistants, cover supervisors, senior leaders and a wide range of non-teaching school and education roles.

RM6376 started on 30 April 2026 and is currently scheduled to run until 29 April 2029.

The framework is divided into two main lots. Lot 1 allows organisations to recruit workers directly through approved recruitment agencies. Lot 2 allows organisations to appoint a managed service provider to oversee their staffing requirements.

Who Is the Government Commercial Agency?

The Government Commercial Agency (GCA) is the organisation responsible for RM6376.

Crown Commercial Service became the Government Commercial Agency on 1 April 2026. Older framework documents may therefore still contain references to Crown Commercial Service or CCS.

The RM6376 agreement is provided in partnership with the Yorkshire Purchasing Organisation (YPO) and Eastern Shires Purchasing Organisation (ESPO), with Department for Education support.

Who Can Use the RM6376 Education Recruitment Framework?

The framework can be used by public-sector education establishments including:

From September 2026, single and multi-academy trusts must procure supply staff through the framework agreement in accordance with the Department for Education mandate.

Local authority schools can also use the framework.

Private for-profit schools cannot use RM6376.

How Does the GCA RM6376 Framework Work?

RM6376 gives eligible organisations a compliant route to appoint recruitment suppliers that have already been admitted to the framework.

For Lot 1, buyers can use one or multiple recruitment agencies depending on their staffing requirements.

GCA provides two main routes for awarding contracts:

The framework is designed to provide transparency around recruitment costs, supplier fees, candidate pay and compliance standards.

What Is RM6376 Lot 1 – Teachers and Education Recruitment?

Lot 1 – Teachers and Education Recruitment allows eligible organisations to appoint temporary, fixed-term or permanent workers directly through approved recruitment agencies.

Schools and other buyers can use one agency or multiple agencies to meet their staffing requirements.

Services available through Lot 1 include:

As of September 2026, GCA lists 201 suppliers on RM6376 Lot 1.

What Recruitment Roles Can Be Supplied Through RM6376?

RM6376 covers a broad range of teaching, educational support and non-teaching roles.

GCA lists in-scope roles including:

The framework covers temporary, fixed-term and permanent appointments.

How Do Recruitment Agency Fees Work Under RM6376?

One of the major features of RM6376 is increased transparency around recruitment agency charges.

According to GCA, supplier fees are capped at up to:

Buyers can see both the amount paid to the worker and the amount retained by the recruitment agency or supplier.

This creates greater visibility around education recruitment margins and places additional importance on consultant productivity, candidate supply, fill rates, compliance costs and operating efficiency.

What Does RM6376 Mean for Education Recruitment Agencies?

RM6376 is significant for education recruitment agencies because the framework influences how a substantial part of the state education market buys temporary and permanent staffing services.

Being admitted to a framework can provide access to potential business, but it does not automatically create revenue.

Education recruitment agencies still need strong recruiters, available candidates and relationships with schools and academy trusts.

Candidate Supply

The ability to provide suitable, compliant candidates quickly remains fundamental. A framework position is commercially valuable only if the recruitment agency can fill the vacancies it receives.

Consultant Quality

Experienced education recruitment consultants remain central to agency performance. Strong consultants understand their local school market, maintain candidate pipelines, generate vacancies and convert demand into placements.

Margins and Commercial Pressure

Fee caps and greater pricing transparency can increase pressure on margins. Agencies therefore need to understand consultant productivity, gross profit, candidate acquisition costs, payroll costs and the cost of servicing accounts.

Geographical Coverage

Education recruitment remains highly regional. Agencies with established school relationships and candidate networks within specific towns and cities may have an advantage when competing for local staffing requirements.

What Does RM6376 Mean for Education Recruitment Consultants?

The introduction of RM6376 does not remove the need for experienced education recruiters.

Framework access creates a procurement route. Recruiters still create the commercial activity needed to turn that access into placements and revenue.

Experienced education recruitment consultants can provide:

This may make experienced recruiters particularly valuable to agencies looking to expand their market share under RM6376.

How Could RM6376 Affect the UK Education Recruitment Market?

RM6376 could influence competition across the UK education recruitment industry by increasing transparency and formalising the procurement route used by academy trusts.

Areas likely to become increasingly important include:

The framework also creates a useful way to understand the competitive structure of the UK education recruitment industry because the supplier lists identify many of the agencies actively competing for public-sector education staffing work.

Recruiting Education Recruitment Consultants in the RM6376 Market

For education recruitment agency owners, directors and managers, growth under RM6376 may depend as much on internal recruitment as framework access.

An agency may have access to schools through the framework but still need experienced consultants capable of developing candidate pools, building school relationships and filling bookings.

When considering growth, education recruitment businesses may need to ask:
